I. Purpose.  制定本程序是为了实施 COVID-19政策 (“Policy”).

II. 适用范围及适用性.  本程序适用于所有学院员工, Students, 和游客, 这些术语在 Policy.

III. 定义

A. 本程序中大写的术语具有保险单中规定的含义. 

B. Clear Face Covering means a Face Covering made of clear materials or a cloth Face Covering with a clear plastic panel that allows light to pass through. Clear 面罩的 may be used to facilitate communication with people who are deaf or hard-of-hearing or others who need to see a speaker's mouth or facial expressions to understand speech or sign language respectively. A face shield that does not fit snuggly over the nose and chin is not considered a Clear Face Covering.

IV. 面罩可选

A. Employees, Students, 游客在室内任何地方都可以选择戴口罩.

B. 员工和学生必须遵守所有政策, procedures, 或校外地点关于教室外面罩的规定.

V. 未来佩戴面罩的要求

A. If the College determines that 面罩的 will be required to be worn at Any Location, 学院将在其网站上公布这一变化,并通过电子邮件通知员工, Students, 和游客.

B. 如蒙脸规定生效, the announcement will state the date the requirement goes into effect and the Sections below will become effective on the date stated in the announcement.

VI. 戴面罩的要求

A. 如果学院宣布要求戴面罩, Employees, Students, 访客须戴上面罩;

1. While indoors at all Any Locations; and

2. 与他人因工作或教育目的而占用车辆时, including but not limited to team travel to athletic events; and

3. 在校外的教室里.

B. 如果学院宣布要求戴面罩, 以下是例外情况,不需要面罩:

1. 当一个人单独在一个房间里,房间的墙壁从地板到天花板,门是关着的;

2. 在短时间内,当一个人在任何地方吃东西或喝水时;

3. 在有限的时间内, while an individual is asked to remove the Face Covering for identification purposes in compliance with safety and security requirements;

5. Where the College has determined that the use of 面罩的 is infeasible or creates a greater hazard (e.g., when it is important to see the individual’s mouth for reasons related to their job duties or education, 当工作需要使用个人的裸露的嘴, or when the use of a Face Covering presents a risk of serious injury or death to the individual); and

6. When an individual has requested and been granted an accommodation to not wear a Face Covering for medical, disability, 或者宗教原因.

C. Employees, Students, 游客在任何地点都应提供自己的面罩.

D. 虽然要求戴口罩是有效的, the College may remove anyone present at Any Location that is not wearing a Face Covering or is not properly wearing a Face Covering, unless the individual has applied for and been granted an accommodation by the College in accordance with the 住宿 Section below.

E. 面盾牌, 脖子绑腿, open-chin头巾, 其他在下巴处有开口的覆盖物, 含有没有过滤器的呼气阀的材料, and knit or mesh material or holes of any kind do not meet the definition of a Face Covering and may not be worn at Any Locations while a requirement to wear a Face Covering is in effect.

VII. 执行

A. 除非该员工或学生已被学院授予住宿, if an Employee or Student is not wearing a Face Covering appropriately when it is required by the College to be worn:

1. A faculty member or other employee may ask the Student or Employee to leave Any Location;

2. Any individual may notify the Employee’s supervisor; and/or

3. 任何个人都可以向学院提交事件报告.

B. The College may take disciplinary action for repeated non-compliance with the requirement to wear a Face Covering.

C. Any individual who observes Visitor who is not wearing a Face Covering while a requirement to wear a Face Covering is in effect may notify the Public Safety at 410-777-1818.

D. If any individual refuses to wear a Face Covering when required at Any Location and has not been granted an accommodation by the College, 可能会要求公共安全部门护送该个人离开校园.

VIII. 住宿

2. 学生应致电残障支援服务 dss@chinaqinyu.com 申请住宿.

B. 如果学院批准了佩戴或让他人佩戴透明面罩的要求, 学院将提供清洁面罩.

C. Requests for accommodations due to medical or disability reasons must be supported by documentation from a health care provider.

D. 住宿不保证, and the decision to provide an accommodation will be made at the College’s sole discretion following an interactive process.

E. 处理住宿申请

1. Requests for accommodations to the requirements in the Policy and this Procedure may take up to fourteen (14) days to process.

2. 决策者

a. Requests for accommodation submitted by Employees will be decided by the Executive Director of HR.

b. Requests for accommodation for disability or medical reasons submitted by Students will be decided by Disability Support Services staff.

c. Requests for accommodation f或者宗教原因 submitted by Students will be decided by a panel of three (3) staff members within the Office of the Dean of Student Development.

3. 住宿申请经过审核和处理后, the Employee or Student will be notified via email to their College-issued email account if an accommodation has been approved or denied.

4. 除非并且直到住宿被批准, the Employee or Student will be required to wear a Face Covering while at Any Location as stated above.

F. 上诉权

1. If an Employee or Student wishes to appeal a decision regarding a request for accommodation related to the Policy or this Procedure, the Employee or Student must submit an appeal via email to the Decision Maker listed below within three (3) calendar days of the decision being sent to the Employee or Student and include the reasons for the appeal:

a. 雇员医疗/残疾/宗教申诉-教务长/学习副总裁

b. 学生医疗/残疾申诉-残疾支助服务主任

c. 学生宗教诉求-学生发展主任

2. 如果上诉不被批准, the Employee or Student may appeal that decision by submitting an appeal via email to second level decision maker listed below within three (3) calendar days of the appeal decision being sent to the Clinical Participant and include the reasons for the appeal:

a. Employees Medical/Disability/Religious Appeals –Vice President of Learning Resources Management

b. 学生医疗/残疾申诉-学生成功主任

c. 学生宗教申诉-学生支持服务副总裁

3. Appeal decisions made by the second level decision maker are final and cannot be appealed or grieved.

G. 换发新证

1. 住宿只允许一个学期.

2. If an Employee or Student is granted an accommodation, the notice will include an expiration date.

3. The Employee or Student must file a request to recertify at least two (2) weeks prior to the expiration date.
